Umm...This picture is on the Amazon listing for this book. It's either an unfinished proof or an extremely elaborate joke.

- I saw this a couple days ago, but never thought it could be the actual cover of the book. I guess it would make sense, in a weird and extremely lazy way, but I would be very disappointed (although at the same time, it would be kinda funny I guess). Murder(Talk); 23:16, November 3, 2019 (UTC)

So today I found a video of Stine speaking at some reading festival thing and at one point he mentions how he got the idea for this book, after finding the title, and we have a plot:
"-a boy is at a superhero museum, and he runs into this superhero and the superhero says "I'm sick of this, i don't want to do this anymore" and he gives his costume to the boy, and the boy becomes The Night Howler"
So it's less They Call Me Creature and more like gender flipped Shadow Girl. K.
